Milestones
- In Cities: Skylines II, Milestones are unlocked through Expansion Points (XP), not population thresholds.
- XP can be passive (awarded based on Population and Happiness) or active (granted for specific actions).
- There are 20 Milestones, each providing Monetary rewards, Development Points, Expansion Permits, and unlocking new features.
- Features unlocked include City Services, Policies, zone types, and more control over the city’s economy.
- The rewards for each Milestone increase as the city grows.
Development Trees
- New services unlocked via Milestones have basic buildings and Development Trees.
- Spend Development Points to unlock more options and advanced buildings within the service.
- Choose the order of unlocks based on city needs, with enough points to unlock everything.
- Each Development Tree has Tiers and Nodes, first Tier unlocks automatically, subsequent Tiers offer advanced options.
- Some services have multiple Branches; unlocking previous Nodes is necessary, but not all Tier items.
